In Guyana there is demonstrably vast inequality in consumption, income, wealth, access to resources, widespread racial and political discrimination, visible destitution and depredation. There is intolerably high unemployment among the young in particular, high levels of public insecurity, low private safety and security, and, not surprisingly, extensive emigration of Guyanese in search of a better life. Most of these problems facing Guyana are compounded by executive lawlessness. If bad governance has got us where we are today, better governance can make an important contribution to improving our welfare tomorrow. The current Government must, not only be changed but the capacity, for any Government, to repeat such bad behaviour limited constitutionally – forever.
